UN Says: Rich nations' greenhouse gas emissions MAY rise

Emissions of the gases, widely blamed by scientists for global warming, were down 5.9 percent overall in 2003 from 1990 in 40 rich nations including former Communist states.

How can this be? Kyoto has not been put into place because Bush wants his children and grandchildren to breathe polluted air, AND despite this despicable stance, overall emissions have gone DOWN.
