In this particular case, the NSA was only authorized to listen in on communications coming into the U.S or going out of the U.S. to foreign locations. Not unless they have a court order, has NSA been allowed to eavesdrop on domestic communications.
There are a number of elected officials who are being mighty disingenuous by expressing outrage and claiming no knowledge, when in fact, top leaders from both parties serving on the House and the Senate Intelligence Committees were apprised of this activity.
This affects a very small number of people, roughly 500 at any one time. It is reviewed every 45 days to prevent abuse, and only those who are suspected of ties to terrorism.
As for calls between people within the United States is concerned, they may be monitored, but a warrant would be obtained.
Clinton's super secret Echelon during the 1990's was much more intrusive with the NSA monitoring millions of phone calls of U.S. citizens. It did not get much media attention and the liberals did not seem to give a damn. More hypocrisy. More double standards.
