Let's be honest here .....

This is always the case when we give money away for whatever purpose. Even here at home, when we give money for some particular program, the New Orleans/Katrina give-away being the most recent example, fraud follows .... like clock work. When we participate in dollar give-aways to other parts of the world, the problem is ten fold (or more):

Let's not play partisanship here. This is not a "Bush problem." It is a case of our government taking our money (thru taxes) and throwing it around as if we can solve the world's problems, and having little accountability, little trackability, and little "wannability."

There are just too many dishonest people in this world who are willing to divert the money for purposes other than what the funds are intended for, mostly to line their own pockets. We have to look no further than Turtle Bay for the proof of what I speak.
