"Thousands of London pupils are failing to gain a sound grasp of the three Rs, new figures show.

As many as 40 per cent of secondary schools in the capital are failing to ensure teenagers achieve the level of proficiency expected of their age in national English, maths and science tests taken at age 14, according to data from the Department for Education and Skills."
