McKinney, dogged by controversy for allegedly hitting a Capitol Police officer at a security checkpoint last March, thanked her supporters - and never mentioned her opponent by name. "I wish the new representative from the 4th Congressional District well," McKinney said in a concession speech in which she praised the (anti-U.S.) leaders of Cuba and Venezuela.
