Is Bush Blind, Naive, or Just a Quitter?
The "destroy the Bush presidency" campaign has been ongoing and put into action quite sometime ago. Hasn't GW been aware of this before now. He seems to be digging in his heels now on the Alberto Gonzalez kerfuffle, but even this has been handled poorly (from a PR perspective) from the get-go.
This administration is and has been woefully inept at communicating with the public. Other than his steely resolve on the Iraq war (although he here to has not communicated his position well and not nearly often enough to the public) he has not given the us the impression that he is willing to stand up and fight over issues. A man whom is not willing to defend himself, is not worthy of being defended by others in my humble opinion.
Ohhhh ..... if only we could have a "true leader of men."

Yeah, a real leader like Bill Clinton who first asks 'Hey!, where ya'll going?' and then upon hearing the response says; 'Can ah lead'?
The article has it exactly right. Voluntary testimony just doesn't have the desired undertones of cover-up and illegality that a subpoena suggests.
The Democrats play this card often. Require Bush to concede to an unconstitutional request that undermines the separation of powers and then accuse him of a cover-up when he necessarily refuses.
Perhaps Bush should subpeona any member of congress and his staff that has dismissed any employee in the past.
